William R. Skinner “Bill” was born and raised in Charleston, West Virginia.  He received his Business degree from West Virginia University in 1954 and his Masters in Occupational Education degree from the University of New Hampshire in 1976.  He served two years in the Army as an R.O.T.C. officer at Fort Benning, Georgia, and Fort Knox, Kentucky.  He worked for Kaiser Aluminum and Chemical Corporation in Erie, Pennsylvania for seven years, and then worked for Moore Business Forms, Inc. for twelve years, living in Rutland, Vermont; Niagara Falls, New York; Buckhannon, West Virginia; Palatine, Illinois and Durham, New Hampshire.  He has been self employed for sixteen years doing residential interior painting, and wallpapering in old homes.
 

Bill has been involved in community activities most of his adult life in such roles as President of the PTA, a Sunday School teacher, Church Board member, United Way Chairman, School Board Member, Community Litter Clean Up Chairman, and Durham Recycling Committee Chairman.

Bill was invited to join the Dover-Durham Rotary Club in 1978.  He was president in 1984-85, and became a Charter Member of the Durham Great Bay Club in 1986.  Other Rotary roles Bill has served include: District Foundation Committee member and was the District’s First Youth Exchange Chairman.  He received District, and Rotary International Service Above Self Awards, is a Paul Harris Fellow, benefactor, Rotary Volunteer, and served as Rotary Counselor for two inbound Ambassadorial Scholars.

Bill married his childhood sweetheart, Lucy Love in 1954.  Lucy has a degree in Business Administration from West Virginia University and retired in 1996 from the University of New Hampshire Admissions office.   They have three grown children, two sons and a daughter and five granddaughters which they enjoy very much.

Bill enjoys walking, sailing and spending time with his family.
