DGND Dick Hall | District 7780
By PDG Dick Hall,
District 7780 Council on Legislation Representative, Portland RC

If you do want to change Rotary, you will be pleased to hear that Rotary has a process to get input for changes.

Enactments: The Rotary constitution and bylaws provide an opportunity for Rotarians to suggest changes.  Rotarians can suggest Enactments; Enactments amend the Rotary constitutional documents:
Resolutions: Resolutions are suggestions to the RI Board or TRF Trustees. They can be submitted to the Council on Resolutions by clubs, districts, the RI Board, and the general council or conference of RIBI. A resolution proposed by a club must also be approved, or endorsed, by the clubs in its district at its district conference, a district legislation meeting, or through a ballot-by-mail, before it can be submitted to Rotary. Resolutions must be submitted by June 30, 2026, June 30, 2027 or June 30, 2028.  Resolutions will be acted on by the Council on Resolutions in October 2026, 2027, and 2028 respectively.

RI Constitution,
RI Bylaws, and
Standard Rotary Club Constitution
For a club to propose an enactment, the club’s board of directors must first submit the proposed enactment to the club members for adoption before sending it to the district. A district may also propose an enactment directly to the district. Any enactments proposed by clubs or districts are then voted on, or endorsed, by the clubs in the district at a district conference, a district legislation meeting, or through a club ballot.  Enactments need to be submitted by March 31, 2027.  Enactments will be acted upon by the Council in April 2028.

I was lucky enough to be selected as the District 7780 Representative to the Council on Legislation (COL).  As the District 7780 COL Representative, I am here to help any club draft a resolution or an enactment.  Please reach out to me if you want to discuss a possible resolution or enactment.
